Preparation and Substantiation of Claims
Abstract
When a contractor is submitting a claim; be that for the value of a variation, an extension of time, or for reimbursement of loss and expense, he must provide evidence to support that claim. This chapter summarizes the kinds of information that are appropriate to provide with a ‘claim’ at different stages of a project. Most claims begin with an explanation telling the story of the claim. Cost records are the building blocks of a financial claim, and without them, the contractor will have a significant difficulty to overcome. Time-lapse video can be a very powerful and definitive tool when compiling and assessing claims for prolongation and/or disruption, as frequent photographs can be taken. A Scott schedule is a document which was often used in in dispute resolution and was first used by Mr. G A Scott QC over 100 years ago.
