Abstract

The development of the State Project Model – Norway's approach to planning and ensuring quality in large public investments – has enabled responsible government agencies and ministries to promote good governance, thereby increasing the success rate of the projects they are responsible for. This chapter provides a closer examination of the model's background, structure, and impact, offering insights into how Norway has incorporated best practices into its public sector project management. The model requires that projects be planned and carried out according to the phases: idea phase, conceptual phase, pre-project phase, construction phase, and operational phase. The State Project Model is mandatory for all large projects in the sectors it covers, and only the Ministry of Finance can grant an exemption from the model. The Ministry of Finance likely made a good decision by introducing only the QA elements initially, without providing detailed requirements for the ministries.
