Abstract

The United Kingdom is widely regarded as an early adopter and leading international exemplar of a public investment governance scheme that is designed to ensure scrutiny in the delivery of major public investments. The scheme is designed to focus on the Government Major Projects Portfolio, presently containing 213 projects subject to a rigorous oversight process jointly administered by a dedicated body on behalf of His Majesty's Treasury and the Cabinet Office. The UK context is world-renowned for delivering a vast range of service transformation programmes, which include megaprojects, which comprise very large investments from the public sector to deliver major infrastructure. To conclude, while some solid indications are pointing towards the effectiveness of the scheme, it would require a more comprehensive follow-up study to examine the interplay of the project delivery performance with the institutional arrangement put in place to enact the project governance scheme.
