Considering Security Partners
Abstract
After a rough COA is developed, there is often a realization that the plan could be more effective or efficient by including one or more partners, particularly to enable long-distance power projection and expeditionary military operations. This chapter provides a comparative framework to analyze potential partners for a new or evolving military operation based on relative willingness, appropriateness, and potential contribution while considering political, security, and commitment risks. The chapter also includes methods for factoring infrastructure, location, and diplomatic influence into partner selection.
