Abstract

Building on Chapter 7’s explanation of feasibility and viability, this chapter presents the basic framework for military capability analysis, feasibility analysis, and viability analysis. It details a four-step process: order of battle analysis, military capability analysis, identification of plausible COAs, and estimation of viable COAs, emphasizing the importance of understanding both the quantitative and qualitative aspects of military forces. It highlights the necessity of logistical, training, and infrastructure considerations, as well as the impact of organizational structure and technological innovation. This is the core framework, which is applied in Chapters 9 through 14 for diverse types of military capabilities. Each of the chapters separates the key details from the chaff. Each explains how to create a COA for a specific type of operation. Just as important, it provides tips and cautions for sharing the analysis and plans with decision-makers.
