Abstract

This chapter explores how engineering principles—particularly frameworks for evidence-based decision-making and bias management—can transform policymaking from intuition-driven processes into rigorous, artificial intelligence, AI-enhanced methodologies. As AI evolves beyond the information age, a critical split emerges in its development. A fundamental challenge in policymaking stems from the absence of objective criteria for issue identification, survey evaluation, and policy assessment. This contrasts with engineering disciplines, where objectivity prevails—revealing a core difference between natural and social sciences. However, emerging AI technologies present opportunities to enhance policymaking through engineering methodologies, particularly in survey design. Emerging AI methodologies offer promising approaches for developing objective frameworks within social sciences and policymaking, potentially enabling multilayered assessment systems that: Quantify potential biases in policy language. The objectivity blueprint presents a structured framework for enhancing policymaking through integrating engineering methodologies and AI capabilities.
