Abstract

Commercial ports, like any organization, now operate in a world of Volatility, Uncertainty, Complexity and Ambiguity and must face a multitude of vulnerabilities such as attacks on their competitiveness and blockages, which harm their commercial development and their image. Ports must meet both an economic performance objective to ensure financial balance to ensure their basic operation and integrate environmental constraints, which are increasingly significant. Supply chains must create value while both ensuring the digitalization of ports and greatly reducing their environmental impact. In 2008, the autonomous port of Le Havre became the great seaport of Le Havre, then the HAROPA consortium in 2012. HAROPA PORT includes numerous port infrastructures: container terminals, liquid bulk terminals, roll-on/roll-off terminals, passenger terminals and various cargo platforms. Public and/or private services organize the various activities of a port: managing ships calling, helping ships to navigate in the port and handling, refueling or repairing ships.
