Abstract

Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act require public institutions to communicate with individuals with disabilities as effectively as they do with others. Traditionally, these effective communication obligations focus on removing barriers caused by sensory disabilities (e.g., vision, hearing, or speech impairments) by providing auxiliary aids and services like interpreters, captioning, or accessible formats.
