Abstract

In July 2023, the Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) reached an agreement on the 2023 IMO Strategy on Reduction of GHG Emissions from Ships (2023 IMO GHG Strategy). This Chapter provides an analysis of the 2023 IMO GHG Strategy, focusing primarily on its climate ambition levels and indicative checkpoints and their relevance for the decarbonization of international shipping and addressing pollution from ships more broadly. The Chapter argues that overall, despite failing to align with the 1.5 °C temperature target that many stakeholders rooted for, the 2023 IMO GHG Strategy is a significant step forward for the decarbonization of international maritime transport.
