The Shaken Foundations of Safety
Abstract
Closing skills gaps is a central problem confronting organizations. While much of the literature focuses on the quantification of existing skill gaps, the chapter reviews, instead, alternative approaches and strategies to deal with skills gaps. Three approaches are discussed: capability expansion - based on the development of new skills-, insourcing - based on the search for more efficient use of skills - and redesign -based on the reduction of the skills content of jobs. These approaches are distinct in terms of the strategies and actions that they require, timelines for implementation, and in their consequences for productivity, employment levels, and job quality.
