Abstract

The CIPCast Decision Support System (DSS), is a multi-hazard platform designed to monitor, assess, and support response to natural threats, including earthquakes, floods, extreme precipitation, and heatwaves. By integrating heterogeneous data sources, such as real-time meteorological forecasts, seismic network feeds, geospatial exposure layers, and UAV imagery, CIPCast enables consistent risk estimation across multiple spatial scales, from individual buildings to regional infrastructures. The system combines hazard-specific modelling approaches within a unified framework: fragility-based methods for seismic damage, depth–damage relationships for flood impacts, KPI-based vulnerability assessment for extreme precipitation, and performance-threshold models for heatwave effects on transport infrastructures. These components are integrated within a common hazard–exposure–vulnerability conceptual structure, ensuring cross-hazard comparability and methodological consistency. Beyond direct damage estimation, CIPCast incorporates a resilience-oriented module (MARIS) to analyse cascading effects and service disruptions across interdependent infrastructures, enabling the evaluation of systemic impacts and recovery dynamics. Its architecture supports real-time data processing, automated acquisition pipelines, and interoperable services that facilitate actionable decision-making for civil protection authorities, infrastructure operators and urban planners. Outputs include damage maps, risk indicators, and resilience metrics for buildings and selected critical infrastructures, including transport networks, electric substations, water and wastewater systems, and critical public-service facilities The paper presents the methodological components implemented in CIPCast 5.0 and demonstrates their application to the pilot case studies of Camerino and the Marche Region (Italy), highlighting how the system can support both near-term emergency operations and mid- to long-term adaptation strategies for resilient territorial planning.
