Abstract

Highlights • This is the first systematic review of Value-Belief-Norm theory for policy support. • Value-Belief-Norm constructs explain policy support weakly-to-moderately. • The two strongest predictors of policy support are not included in the VBN theory. • Beliefs a policy is fair and effective are the strongest predictors of support. • A good theory of policy support must include perceived fairness and effectiveness.
