Abstract

This study presents a novel time-dependent framework and metric for resilience assessment of complex systems, with a focus on power systems. The proposed method integrates qualitative and quantitative analyses by incorporating key resilience characteristics and addressing the limitations of existing metrics. The developed formulation provides real-time assessment and enables normalized comparison of resilience levels across systems. Its effectiveness is demonstrated through both conceptual and simulation-based case studies, showing improved accuracy and practicality compared to existing resilience metrics.
