Abstract

This paper aims to develop a decision-support framework to address continuity, transformation, and sustainability in emergency contexts. The framework is specifically applied to the assessment and design of the MORE (Modules for On-site Response in Emergency) project in the armed conflict zone of Kharkiv, Ukraine. The core of the framework lies in the strategic integration of three powerful tools: Multicriteria Decision Analysis (MCDA), Analytic Hierarchy Process (AHP), Simple Multi-attribute Rating Extended to Ranking (SMARTER), Life-Cycle Assessment (LCA), and Bill of Quantities (BoQ). While AHP identifies the optimal location for the emergency modules, SMARTER ranks the relative importance of the technical design criteria based on expert judgments elicited through a targeted survey. Concurrently, LCA facilitates informed decision-making regarding materials and transportation, leading to a design with a low environmental impact of 37 KgCO 2 eq/year. Finally, the BoQ estimates a total construction cost of approximately €80 000 for the reference MORE module used throughout the study. Considering its net floor area of about 110 m 2 , this corresponds to a normalized cost of approximately €745 per square meter, ensuring the project’s socio-economic accessibility. By integrating these tools, the framework offers crucial support to Decision Makers, Policy Makers, and designers, providing a resilient and conscientious operational model for on-site emergency relief in conflict zones .
