Abstract

To address climate change and achieve sustainability goals, natural gas, as a clean and efficient transitional energy source, will play an increasingly crucial role in energy transition and the attainment of "dual carbon goals". In order to promote the efficient utilization of natural gas resources, the natural gas industry has implemented a series of market reform measures, leading to significant changes in the regulation of natural gas transmission networks. The fair opening of network infrastructure and new legal regulations of market access for third-party decouple the gas trading from storage and transportation services and introduces the new roles, namely shippers. Under these conditions, pipeline network operators (PNO) market their transport capacities to shippers through contracts that specify the time periods of gas transport, locations of supply and demand points, capacity limitation and gas transmission tariffs. This paper provides a comprehensive review on gas transmission services and the design of natural gas pipeline market following regulatory reforms. The aim of this paper is to present effective solutions for supporting pipeline network management in a new market environment. After classifying the optimization problem in natural gas pipeline market, we present an overview of the latest advancements and practical applications of solution techniques. Based on this, future research directions and challenges are discussed in the last section of this paper, with the aim of contributing to increasing natural gas penetration in the energy industry and achieving decarbonization goals.
