Empowering open access renewable energy through scalable AMR deployment: Tamil Nadu's leadership in smart energy transitions
Abstract
Tamil Nadu, a frontrunner in India’s renewable energy transition, has implemented India’s first large-scale Automatic Meter Reading (AMR) system for renewable generators under the intra-state open access regime. The initiative addresses key challenges of manual meter reading, delayed billing and data inconsistencies by deploying GSM/GPRS-enabled digital meters, centralized data concentrators and remote monitoring infrastructure. The system ensures real-time data acquisition, secure communication and reliable integration with centralized databases. A distinctive feature is the incorporation of Time-of-Day (ToD) metering which facilitates the implementation of Deviation Settlement Mechanism. This enables differential recording of generation during peak, off-peak and normal hours, fully aligned with the tariff structures mandated by the Tamil Nadu Electricity Regulatory Commission (TNERC). The approach enhances operational transparency, strengthens 15-minute block forecasting and supports accurate load management and settlement. The deployment has substantially reduced billing disputes, improved scheduling precision and strengthened regulatory compliance. Crucially, the AMR framework ensures audit-grade financial accuracy, while also enabling advanced functionalities such as predictive scheduling, flexible dispatch and integration with demand-side management. By bridging technological capability with regulatory priorities, Tamil Nadu’s AMR initiative stands as a scalable and replicable benchmark for regions with high renewable penetration and rapidly evolving market mechanisms.
