Abstract

A Green Economy is a system that supports the improvement of social and human welfare by reducing environmental risks through low-carbon activities, resource efficiency, and social inclusion. In the context of the palm oil industry, the implementation of a Green Economy is very important considering that this industry is a strategic sector in Indonesia, a major contributor to foreign exchange, but also has negative environmental impacts. Southeast Sulawesi is one of the main palm oil-producing regions, with production spread across several districts. This research aims to map the distribution of oil palm plantations in Southeast Sulawesi using Geographic Information Systems (GIS) and Deep Learning analysis of high-resolution satellite imagery, which is then visualized in a 3D model. This method allows for accurate identification and legality of palm oil land through the overlay of Business Use Rights (HGU) to ensure that the plantations are within the permitted areas. From the analysis results, the area of Palm Oil Plantation Probability in Kolaka Regency is 16,242.52 Ha, East Kolaka Regency 19,473.29 Ha, Konawe Regency 14,917.76 Ha, North Konawe Regency 4,790.62 Ha, South Konawe Regency 27,117.07 Ha, resulting in a total Palm Oil Plantation Probability area in Southeast Sulawesi of 82,541.28 Ha. This satellite imagery-based mapping technology provides accurate data for sustainable land management and minimizes land conflicts. With government support and the latest technology, palm oil plantations in Southeast Sulawesi are expected to develop sustainably and environmentally friendly, while providing significant economic contributions to the local community.
