“Information First Responders” or Providing a Safe Space? - Public Libraries and Total Preparedness in Norway
Abstract
A new total preparedness plan in Norway led the Norwegian Library Association to elevate the role of public libraries. This study explored attitudes among Norwegian librarians regarding their potential role in preparedness and what knowledge and resources are needed to contribute to preparedness work. A survey was sent to all municipalities in Norway. Most libraries wanted to contribute to preparedness but called for a clearer understanding of the concept and to be included in the development stage of preparedness plans. Among roles the libraries regarded as most relevant were information providers, building digital literacy and being a safe space.
