Abstract

This study aims to develop and validate a scale to assess the Perception of Talent Management Practices in the Public Service (PTMPPS). To this end, a survey was carried out with employees of Brazilian Federal Higher Education Institutions, resulting in a unidimensional instrument, composed of 14 variables, with evidence of convergent validity and excellent reliability. Among these variables, those relating to performance stood out, expressing an inherent meaning to exclusive talent management. The instrument will be useful for public managers across different branches, segments, positions, and hierarchical levels, as it will allow for diagnostics and inter-institutional comparisons, in addition to expanding the literature.
