Abstract

Broad-based employee ownership (EO) has been shown to support firm resilience, worker wealth accumulation, and business continuity. Yet despite strong empirical evidence, EO remains a marginal feature of U.S. private capital markets, even as a large cohort of viable firms faces ownership succession. This article synthesizes insights from the Employee Ownership Capital Roadmap, a field-wide strategy developed with input from more than 150 investors, fund managers, practitioners, and policymakers from within and outside of the EO space. It argues that EO’s limited scale reflects gaps in investment market formation, including the structure of financing and the absence of intermediaries capable of competing within contemporary acquisition markets, rather than intrinsic weaknesses in the ownership model. Drawing on the Roadmap’s EO Capital Compass framework, the paper outlines a coordinated market-making strategy across four domains: mobilizing investment, powering the narrative, deepening infrastructure, and advancing policy. The analysis contributes to applied economics by demonstrating how deliberate investment market architecture can enable ownership models with demonstrated economic and social value to move from niche adoption to durable investment market presence.
