Abstract

This article traces the evolution of physical education and physical activity (PA) policy surveillance in the United States, beginning with foundational reports such as Shape of the Nation Report, the NASBE State Policy Database, and the CLASS initiative. While these efforts improved access to state-level legal data, they lacked insight into school-level policy implementation. To address this gap, the State of the States Policy Report: Physical Education and Physical Activity Policy in the United States and its Territories was developed using AI-assisted legal review and paired with implementation data from teacher-reported surveys. The article highlights an innovative approach that allows stakeholders to examine both policy existence and practice, supporting more effective advocacy and reform. By promoting educator engagement as policy actors and disciplinary stewards, this work highlights the critical need for accurate, current data to bridge the gap between legislation and implementation.
