Abstract

Student access to school-based physical education and physical activity opportunities has steadily declined over the past 40 years, particularly in under-resourced communities. Policy serves as both the gatekeeper and catalyst for these opportunities. When strong policies exist, they can expand and sustain access. When vague or permissive, opportunities often diminish. Inconsistent mandates, policy loopholes, and weak enforcement mechanisms have collectively undermined the quantity and quality of physical education and physical activity opportunities available through schools. This article examines the historical and policy forces that shaped the current landscape and identifies advocacy targets that offer a clear path forward. To preserve and advance school-based movement opportunities, educators, researchers, and professional organizations must embrace policy literacy and advocacy as a core responsibility. Without coordinated, collective, and immediate action, physical education will remain marginalized, and a generation of students may be denied the foundation for active, healthy lives that every child deserves.
