Abstract

This article examines officials’ perceptions of sustainability in cities. A survey of 66 Polish cities and in-depth interviews revealed that officials define sustainability narrowly—focusing on socioeconomic growth, environmental protection, and intergenerational equity—while placing limited emphasis on quality of life or social participation. The study identifies insufficient stakeholder involvement and low levels of participation as significant barriers. Strengthening social capital and harmonizing definitions across policies are essential for effective policy planning. The study provides valuable insights into the challenges faced by urban authorities in Central and Eastern European countries in implementing sustainable development.
