Abstract

The BBNJ Agreement, adopted under United Nations Convention on the Law of the Sea (UNCLOS) in 2023, marks a pivotal step in global ocean governance. It addresses critical gaps in managing marine biodiversity beyond national jurisdiction by establishing mechanisms for marine genetic resources (MGRs), area-based management tools (ABMTs), environmental impact assessments (EIAs), and capacity building. Central to the Agreement is the integration of scientific expertise, particularly through the newly created Scientific and Technical Body (STB). This paper examines the role of science in the BBNJ framework and proposes strategies to strengthen science-informed decision-making.
