Abstract

This practice note describes an extension project of the College of Public Administration and Governance at Bukidnon State University designed to strengthen the governance capacity of Indigenous Peoples Mandatory Representatives (IPMRs) in Bukidnon, Philippines. The initiative focused on three core training areas: project proposal preparation, resolution drafting, and ordinance formulation. The activity aimed to equip IPMRs with basic technical skills needed to complement their cultural authority and ensure meaningful participation in local councils. The practice note also underscores the importance of sustained capacity-building, equitable resource support, and the role of academic institutions as long-term partners in advancing Indigenous representation. Through such initiatives, universities contribute to inclusive governance by supporting Indigenous leaders in translating community priorities into actionable programs and policies.
