Abstract

Regional organisations (ROs) that overlap in membership and mandates are known as regime complexes. To explore how a regime complex in higher education emerged and developed in Eurasia, we trace membership and policy transfer between ROs in the area from 1991 until 2023. Our study provides an empirical contribution by shedding light on the under-researched subject of ROs in this area, as well as a theoretical contribution by demonstrating how the transfer of policy goals and instruments, which can range from wholesale copying to significant modification, is a crucial mechanism in the emergence and reinforcement of a regime complex.
