From compliance to commitment: How research institutions transition from external to internal motivations in ISO 9001 implementation
Abstract
This study investigates how internal and external factors shape the success of ISO 9001 implementation and its impact on research performance. Using the Structure-Conduct-Performance model, this research examines two government-owned research institutions with different ISO 9001 maturity levels. A qualitative case study approach was employed, incorporating semi-structured interviews, document analysis, and secondary performance data. The ISO 9004:2018 self-assessment tool was utilized as a structured questionnaire to evaluate quality management maturity, while the Balanced Scorecard (BSC) framework measured performance outcomes. Unlike previous studies highlighting internal motivation as key, this study finds that external motivation can serve as an initial trigger. While both institutions adopted ISO 9001 due to external pressure, only one successfully transitioned to internal motivation—realizing its benefits and fully integrating quality management into daily operations. This shift from compliance-driven to performance-driven implementation was critical in achieving higher maturity levels and measurable performance improvements, including enhanced research efficiency, innovation, and stakeholder satisfaction. This study provides new insights into how research institutions can optimize ISO 9001 for sustained improvements, emphasizing the importance of motivation dynamics, leadership style, and organizational structure. The findings challenge the assumption that external motivation was inherently ineffective, demonstrating that it can evolve into internal commitment when institutions recognize the tangible benefits of quality management.
