Abstract

Mobility Assessment is an important element of urban transportation and developing urban planning policy. The inclusion of different stakeholders, notably the public, in the process improves the overall understanding of the system and the planning outcomes, it allows the views of other stakeholders to be understood, and provides common understanding of the system to be built. However, many mobility assessment models are not accessible to different mobility stakeholders, especially non-expert actors. This paper presents an indicator-based mobility assessment model designed for the different mobility stakeholders. This model, called mobiVal4all, is intended to be accessible, holistic and easy to instantiate. The model is based on a set of categorized indicators expressed as quantities on a Likert scale. The indicators and categories of the model are drawn from the literature. The presence of the indicators and categories is validated by a stakeholder questionnaire. This assessment model is applied to the cities of Strasbourg and Toulouse.
