Abstract

This sequential mixed-methods study explores digital equity among immigrants and youth in Canada, focusing on English language learner (ELL) newcomer youth. Quantitative analysis of the national Canadian Internet Use Survey (CIUS) shows high levels of digital access, skills, and empowerment among immigrants and youth. However, qualitative findings from interviews with five ELL newcomer students reveal persistent barriers, including language challenges, limited confidence, and online safety concerns. The findings underscore the need for disaggregated data and equity-focused digital literacies initiatives. This study offers implications for policy and practice to support inclusive, culturally responsive technology use in multilingual educational environments.
