Abstract

In order to effectively deal with the randomness and fuzziness of the evaluation process, this study integrates the cloud model and the PBM operator, proposes the CWPBM operator, and designs an indicator system based on common prosperity. Analysis of data from 30 Chinese provinces between 2017 and 2023 indicates that the overall development level of the digital economy (DE) is relatively low, with significant regional disparities and clear spatial clustering. In addition to confirming efficiency gaps, the analysis reveals previously overlooked sharing and sustainability gaps. It also provides new tools for handling uncertain information and differentiated policy insights for advancing common prosperity.
