Comparing public-private partnership with traditional delivery of transportation projects: a duration analysis
Abstract
Although public-sector infrastructure owners view public-private partnerships (P3s) as delivering infrastructure projects faster, that view has not been extensively tested. This paper studies segment-level infrastructure procurement and implementation processes by examining six duration windows using 223 projects from the Information Source for Major Projects (ISMP). It uses Cox regression to compare P3 delivery and design-build (DB) with design-bid-build (DBB). After controlling for technical complexity, project size, project type, innovative financing, and context complexity, it finds that P3 and DB approaches lead to faster delivery only for projects with long expected completion times. This study has important implications for public policy.
