Abstract

Ambidextrous innovation in emergency technologies is crucial for enhancing a nation’s ability to respond to emergencies. To support this, the Chinese government has introduced numerous related policies; however, their synergistic effects remain insufficiently studied. This paper aims to evaluate the characteristics of China’s emergency industry innovation policy mix and its impact on enterprises’ ambidextrous innovation. First, a ‘Quantitative Scoring Table for Emergency Industry Innovation Policies’ was developed to quantify relevant policies. Next, based on the scoring results, the study annually measured the comprehensiveness, consistency, and balance of different policy type combinations within the same policy dimension, as well as different policy indicator combinations within the same policy type. Finally, regression models were applied for empirical analysis. The findings indicate that the comprehensiveness and consistency of China’s emergency industry innovation policy mix significantly promote enterprise ambidextrous innovation, while the effect of balance is limited.
