Abstract

Abstract Cooperation policies between regions in waste management can be an effective solution to overcome waste problems in an integrated manner. The purpose of this study is to describe the implementation of policies and factors that affect the implementation of cooperation policies between the cities of Bandung and Cimahi in waste management. The main concept used in analyzing and exploring these two objectives is Edward III’s public policy implementation model, which emphasizes the factors of communication, resources, disposition or attitude, as well as the dominant bureaucratic structure that influences a public policy implementation. This research is descriptive and the data collected are primary data (interview results) and secondary data (document search results), while the data analysis follows the stages of Strauss and Corbin data analysis in grounded theory. The results of this study show that the cooperation policy of the two city regions has not been implemented properly, so the results are not in accordance with the desired. Apart from the influence of communication factors, disposition or attitudes, and the weak structure of the bureaucracy, it is also due to the influence of limited resources that are the most prominent. Therefore, the implementation of this inter-regional cooperation policy in waste management needs improvements, especially forming a cooperation team or Joint Secretariat, allocating resources, training and education, and strengthening monitoring and evaluation.
