Low Carbon Transportation Systems for Sustainable Urban Infrastructure: Policy Implementation and Challenges in Indonesia
Abstract
Abstract The purpose of this research is to address the challenges stemming from the national decarbonization agenda to inform the implementation of low-carbon transportation policies in Indonesia. This descriptive research employed a qualitative approach analyzing 150 online news articles, from 2019 to 2024, along with supporting evidence from the literature. The data utilizing NVivo 15 Plus software underwent thematic analysis using a focus on regulatory framework, Hiscal policy, and national strategic roadmap as policy themes. Despite committing to achieving Net-Zero Emissions by 2060, Indonesia must overcome more challenges in responsibly managing intergovernmental processes, developing regulatory frameworks, and mitigating the low engagement of sub-national levels of government. There has been increased focus on Electric Vehicle (EV) Ecosystem and public coordination and on the There is, however, quite a number of coordination in infrastructure and policy framework that remains to be inter-institutional and structural to proceed. This research adds to the literature the notion of low-carbon transportation as a policy and institutional conundrum rather than simply as a technological problem. This perspective has received scant attention in the Hield of decarbonization, and particularly in the case of developing countries. Thus, enhancing coordination and policy alignment at different levels of cross-sectoral governance is crucial to advancing the low-carbon transport transition in Indonesia, as well as to meeting international climate obligations.
