The Evolution of APT Techniques Targeting the Power Sector: Trends, Challenges, and Defense Strategies
Abstract
Advanced Persistent Threats (APTs) targeting the power sector are evolving and employing sophisticated attack techniques to exploit vulnerabilities in industrial control systems (ICS) networks. The intricacy of APT assaults and the scarcity of reliable information have made it difficult to understand their behavior and impeded the development of efficient detection and attribution methods. This study investigates APT groups that have historically targeted power infrastructure, examining the progression of their attack techniques and their impact on Information Technology (IT), Operational Technology (OT) and Demilitarized Zone (DMZ) environments. This study systematically examined key attack vectors, persistence techniques, and the evolution of APT methodologies to outline a road-map for next-generation APT detection frameworks. Our findings highlight critical vulnerabilities in the power sector, including weak IT-OT segmentation, insecure industrial communication protocols, and supply chain risks. By categorizing APT techniques and their commonalities, this research provides insight into future cyber threats and strategic countermeasures. This study emphasizes the urgent need for advanced anomaly detection, proactive threat intelligence, and robust defense mechanisms to protect critical power infrastructure from evolving APT campaigns.
