Abstract

Global carbon footprint distribution poses significant challenges for coordinated emission reduction, requiring models and strategies capable of capturing complexity and responding dynamically. This study introduces an integrated framework combining the Carbon Emission Dynamics Model (CEDM) and the Dynamic Coordination Strategy for Emission Reduction (DCSER) under a federated coordination mechanism. The CEDM models the intricate interplay of economic activities, energy consumption patterns, and policy interventions using a multilayered system of differential equations. It employs a federated structure to account for regional heterogeneity, while incorporating adaptive feedback loops to ensure real-time responsiveness to evolving environmental data. This allows for robust simulations of emission pathways and offers predictive insights into policy effectiveness. Complementing the model, the DCSER provides a strategic framework that enables diverse stakeholders to negotiate, adapt, and optimize emission reduction commitments dynamically. Built upon multimodal encoder architectures and multi-agent systems, it leverages predictive analytics, game-theoretic negotiation, and adaptive feedback mechanisms to balance emission reductions with cost efficiency. The combined framework demonstrates enhanced scalability, equity, and flexibility compared to traditional centralized approaches. Experimental results validate the effectiveness of this integration, showing improvements in model accuracy, emission reduction coordination, and stakeholder satisfaction across simulated and real-world datasets. By bridging advanced modeling with dynamic coordination, the proposed approach offers a comprehensive pathway to global sustainability, informing both policy-making and collaborative international climate action.
