Linear Programming-Based BESS Dispatch for PV Hosting Capacity Enhancement Under No-Export Constraints in the West Bank
Abstract
High distributed photovoltaic (PV) penetration can induce reverse power flow, steep ramps, and transformer stress in weak distribution feeders. Motivated by the import-only configuration of the West Bank (Palestine), this paper develops a feeder-aware Linear-Programming (LP) dispatcher for Battery Energy Storage Systems (BESS) that enforces no-export, transformer-capacity, and ramp-rate limits under the actual JDECo tariff. Using hourly measured load, PV, and tariff data, four representative months in 2024 (January, April, July, October) are simulated, sweeping BESS sizes from 2–10 MW and 4.5–30 MWh. The optimized dispatch achieves near-zero reverse power flow and near-zero ramp-rate violations under the studied deterministic scenarios, while reducing peak demand by up to 5.6 MW. Monthly savings reach 131,526–324,184 NIS (5–12%), dominated by peak-reduction and adequacy value rather than energy-only arbitrage. The results highlight the central role of feeder-aware storage operation in weak grids and indicate that additional economic benefit would require moderate tariff reform or multi-service value stacking.
