Abstract

In recent decades, the increasing frequency and intensity of extreme weather events have posed serious threats to power systems, leading to large-scale blackouts. This paper proposes a real-time preventive islanding (RPI) scheme integrated with power output optimization to enhance power system resilience, protect components of system and achieving economic efficiency. The objective is to determine an optimal network splitting strategy that minimizes the total cost, including both load shedding and generation operating costs. In each time interval, transmission lines with high failure risk are obtained using a storm-induced fragility model. The vulnerable lines are then proactively disconnected to prevent from physical damage. Subsequently, the splitting method and power output optimization are proposed to divide the transmission network into multiple islands and adjust generation scheduling. The proposed RPI scheme is formulated as a mixed-integer linear programming problem. Finally, evaluation on the IEEE 39-bus benchmark system shows that the proposed method reduces the total operating cost by 46.5% compared with the baseline without preventive islanding and by 29% compared with the islanding scheme without economic dispatch, demonstrating clear economic advantages under extreme weather conditions.
