Abstract

Substation Configuration Description (SCD) files in smart substations are prone to triggering global anomalies during modification and maintenance due to localized changes. This paper proposes an SCD file management approach combining hierarchical decoupling with service permission control. Based on the structural characteristics of SCD files, the approach decomposes them into three major modules - equipment, relationships, and others - to achieve granular decoupling at the physical layer. In accordance with operational requirements for protection, automation, and metering in smart substations, this approach maps the relationships between various services and their corresponding configuration information. It establishes clear boundaries for operational permissions across different services. This methodology effectively reduces modification risks in SCD files, narrows validation scopes, and enhances the operational efficiency of secondary systems within smart substations.
