Abstract

The rapid advancement of digital technology has generated new opportunities for the local creative economy. Nevertheless, fragmented data integration and inadequate information management continue to pose significant challenges. This study highlights the critical roles of information management, data integration, digital communities, and technology adoption in strengthening the digital creative ecosystem in Gianyar Regency. A qualitative approach was employed, utilizing a non-probability survey method. The findings indicate that Gianyar Regency, with its rich cultural and artistic heritage, creative communities, and tourism villages, possesses substantial potential for the creative economy. However, this potential remains underutilized due to persistent barriers, including data fragmentation, insufficient stakeholder integration, and limited technological adoption. To address these challenges, a management information framework is proposed to link key components such as regulations and policies, supporting infrastructure, market access, funding and investment, and digital security through a structured mechanism. This framework is designed not only as a technical instrument but also as an inclusive and adaptive strategic foundation. The study involved 27 stakeholders across five categories (government agencies, startups, communities, educational institutions, and creative hubs). Findings revealed 62% of creative actors faced data integration issues and 48% had adopted digital tools beyond social media. The study contributes to the development of a management information framework model tailored to the context of a locally based digital creative economy ecosystem. The model integrates components of data integration, personalization and association, humanization, and data integrity, thereby fostering the three core elements of the digital creative ecosystem: talent, information, and creative capital.
