Abstract

The rapid advancement of foundation models has created an urgent imperative for the Middle East and North Africa (MENA) region to develop sovereign AI capabilities that align with local languages, cultural values, and regulatory frameworks. Current models underrepresent Arabic-spoken by over 420 million people-with dialectal variants receiving less than 2% of typical training corpora. This paper proposes a comprehensive framework for building sovereign foundation models tailored to the MENA context. We address three interconnected challenges: (1) a federated data governance architecture enabling cross-border collaboration while maintaining national sovereignty over sensitive data; (2) efficient training strategies leveraging Chinchilla-optimal paradigms and state space model architectures that reduce computational costs by an estimated$\mathbf{6 0 - 7 0 \%}$compared to standard Transformer-based approaches; and (3) MENA-Bench, a culturally-aligned evaluation framework spanning five major Arabic dialect groups,$2,000+$regional knowledge tasks, and bias assessment protocols. We demonstrate feasibility through a case study on cultural heritage preservation, showing that a 7B parameter model trained on 500B tokens can achieve promising performance at an estimated cost of$\$\mathbf{1 5 0 -}$300 K -within reach of regional institutions. These projections are forward-looking estimates; empirical validation on deployed systems remains a critical next step. Our framework provides a strategic roadmap for MENA nations to achieve technological autonomy while fostering collaboration and protecting cultural identity.
