Abstract

This edited volume sets out to reposition the Arab region from a passive hosting zone into an active site of refugee-governance innovation and norm-shaping.The editors frame the book around four roles for Arab states within the international refugee regime: norm developers and creators, norm cooperators (including the "dark side" of cooperation), norm challengers, and norm manipulators.Within this conceptual frame, the volume promises theoretical insights as well as case studies that demonstrate how Arab states adopt, resist, adapt, or actively shape the practices and norms of refugee governance. The argument is timely: despite the centrality of the Arab region to global displacement, scholarship remains biased toward the Global North, destination-centered integration literatures, and Western interpretations of the international refugee regime.By giving Arab states analytical centrality, this volume seeks to redress that imbalance.
