Abstract

Up to now, there is still no mature method for evaluating the implementation effect of standards in the waterway transportation industry, yet the relevant demand is extremely urgent. This study systematically sorts out the evaluation elements for the implementation effect of waterway transportation standards and constructs an evaluation index system for standard implementation effect. On this basis, it combines the Analytic Hierarchy Process (AHP) with grey theory to establish a grey-AHP comprehensive evaluation model. Taking a typical standard as the research object, this study conducts a systematic evaluation of the implementation effect of this standard by integrating the evaluation model and questionnaire survey results, which verifies the rationality of the evaluation model. The results show that the setting of 3 first-level evaluation indicators and 11 second-level evaluation indicators is relatively reasonable. The AHP is used to determine the indicator weights, and each second-level evaluation indicator is set with 4 evaluation result levels. The indicator weights can pass the consistency test. The results of the standard case analysis indicate that the overall evaluation result of the implementation effect of the case standard is "good". Additionally, the case standard needs to be revised in combination with the actual situation of the industry to enhance its guiding role.
