Research on path of adaptive privacy protection system based on UCAP-PF

To address the technical and social governance challenges of blurred privacy boundaries, lack of user control, and opposition between protection and circulation in the process of personal data circulation and use, this paper proposes and systematically demonstrates a user centered adaptive privacy protection framework - UCAP-PF. The core concept of this framework is to achieve the return of data control rights, anchor personal data sovereignty to users' local or trusted media, and design a three-layer core mechanism of hierarchical security access domain, dynamic authorization usage domain, and adaptive technology integration engine. Based on the "available but invisible" data, it realizes "controllable and circulating", and verifies the prototype system in simulated medical data application scenarios.
