The 2018 Central Arctic Ocean Fisheries Agreement and the 2023 BBNJ Agreement
Abstract
Abstract This article discusses the relationship between Agreement to Prevent Unregulated High Sea Fisheries in the Central Arctic Ocean ( CAOFA ) and the area-based management tools under the BBNJ Agreement ( BBNJ ABMT s). It explores the potential of BBNJ ABMT s in promoting cooperation, coordination and coherence among CAOFA Parties. It highlights that BBNJ ABMT s create legal and political incentives for CAOFA Parties to continue the fishing ban both during and after the initial duration of the CAOFA .
