Relevance of Quality Assurance Process under Environmental Governance
Abstract
Environmental governance constitutes the frameworks, policies, and practices employed by governments, institutions, and civil organization to manage environmental affairs effectively. In an era of rapid growth of industry, population, and climate change, ensuring the quality and effectiveness of environmental governance has become a critical global priority. This chapter delves into the significance of quality assurance (QA) mechanisms in enhancing the effectiveness of environmental governance, highlighting the roles of regulatory frameworks, institutional mechanisms, and participatory approaches in achieving sustainable development goals. It explores QA from variety of perspectives including legal, administrative, scientific, and participatory, drawing examples from international treaties, environmental impact assessments, public interest litigation, and monitoring frameworks. Particular emphasis is placed on the Indian context, highlighting constitutional mandates, judicial activism, and civil society engagement. Key legal and institutional tools like the Environment Protection Act (1986) and the National Green Tribunal Act (2010), alongside agencies such as the Ministry of Environment, Forests and Climate Change (MoEFCC) and the Central Pollution Control Board (CPCB), are critically assessed. These frameworks show the advantages and disadvantages of applying QA in intricate sociopolitical contexts. Global standards by United Nations Environment Programme (UNEP), Global Reporting Initiative (GRI), and International Organization for Standardization (ISO) are also discussed to advocate for convergence between international standards with regional demands. The chapter concludes that QA is not merely a technical exercise but a governance imperative that ensures fair, informed, and sustainable environmental exercise.
