Abstract

This chapter details the benefits and difficulties of using a staged process to construct a disposition facility. Trivially, all development processes are phased. But staging requires explicit periods in which the repository design and performance are evaluated and a specific decision made either to proceed, revise, or stop the effort altogether. Countries such as France, Switzerland, and Canada have adopted a phased approach to repository development. Although the United States uses a process with a few steps, it might benefit from implementing a more structured process.
