Abstract

This chapter uses the 3V indicator framework to detect the rural development status and derive the development potential for two rural villages in China: Hongxing Village in Shanghai and Luoyang Village in Anhui Province. The data collection for the five 3V dimensions, subdivided into multiple aspects, relied on combining quantitative data from geospatial and statistical sources and qualitative data from interviews and observations. The combined data-derived scores for each 3V aspect could thus generate a comparison of 3V results between the two villages. The comparison shows that while the aggregated 3V scores are similar, there are still fundamental differences seen in the detailed scores. The conclusion is that the 3V methodology is useful when applied in a comparative manner, and not when only deriving individual scores. The 3V comparison helps identify specific aspects where a village can improve compared to another, thereby informing the formulation of local and overall performance strategies for achieving national development objectives.
