Abstract

This chapter applies the 3VRUT framework and associated indicators to assess the resilience in two slum areas, Bugisan and Krapyak, in the town of Pekalongan, Indonesia, which are both affected by tidal floods. The slum areas function in a similar fashion to traditional villages, given the social and historical cultural heritage from which they were formed. The assessment examines two moments in time, before and after the slum upgrading programmes, comparing their impact on both study areas. The spatial data relied on open-access satellite images and maps, complemented by socio-economic data from the government agencies and by interviews and observations. The findings demonstrate that the basic threats and vulnerabilities are multiple: tidal floods, land subsidence, and limited environmental regeneration.
