Abstract

Uncertainty inherent in building and construction processes influences opportunistic behaviour, behaviour which can lead to problems with multi-level apartment buildings. Different courses of action can be devised to manage the threats posed by opportunistic behaviour while such management is still possible. The courses of action differ depending on the types of uncertainties in the situation and the approach required to achieve the desired outcomes. The future of the building and construction industry is shaped by the various courses of action taken by professionals operating in the industry. In this sense, the courses of action are anticipatory governance (AG) mechanisms for managing opportunistic behaviour. In practice, AG mechanisms require an ensemble of systems and capabilities and are distinguished by the approach they take to deal with uncertainty. This chapter describes six novel examples to reform the industry through AG by the actions of associations and institutions of three professions: construction managers, engineers, and building designers. We recommend that the industry collectively experiment with a greater diversity of AG mechanisms with features similar to those outlined in this chapter to better manage opportunistic behaviour.
